At last the end is in sight – Gerry Kelly urges ALL voters to exercise their precious right to vote. In a World where people are paying the ultimate price for this freedom, we owe it to our brothers & sisters in North Africa and the Middle East and elsewhere to use their hard-earned power & vote for REAL change in Ireland.

Yes, our democracy is (deeply) flawed & yes, there is much anger and cynicism, but NOT voting maintains the Status Quo, and, I believe, is a grievous insult to those bravely standing up to win the same rights we enjoy. 

Some issues from the people of Dublin South Central:

  • We need a proper thought-out policy on immigration & integration. We should learn from best practice in countries like Canada and Australia. People feel there is an uncontrolled free-for-all that only benefits the rich/big business rather than a structured plan to build a cohesive,integrated & dynamic society. Both Irish and immigrants feel this must be addressed at a time of huge unemployment & emigration
  • Housing is a major issue. The Govt is paying out approx. € 500 million annually to private landlords. There is no control or standards in private rented accommodation. Why are private tenants not entitled to certain standards, as is the case in much of Western Europe
  • Housing – can we have a 3-year freeze on house repossessions ? Why are banks & building societies owned by the State ( taxpayer ) allowed threaten citizens with losing their homes ?
  • Housing – why are so many private tenants unhappy with estate management companies & maintenance fees? Why is it so difficult to hold management companies to account ? 
  • The cuts are hitting the poorest & weakest hardest. Why does this always seem to be the way in Ireland ? When will the top Civil Servants, Politicians Senior Civil Servants, etc bring their pay into line with other  much wealthier western countries. Why is our “Republic” such a 2-tiered society ?

REAL Reform And Fresh Thinking……THE way out of recession

A full public enquiry into all events that led to the catastrophic bank guarantee of Sept 2008. The public have the right to know what went wrong & to be reassured it will NEVER happen again. Legal action to follow where appropriate.

  • Full accountability of ALL senior public officials
  • Full transparency in appointment of ALL senior public officials
  • Best practice to operate across all sections of public service
  • Sweeping powers & a cabinet seat for the Comptroller & Auditor General – the Taxpayers representative at the Cabinet table
  • New rates of pay for Senior Civil Servants, Hospital Consultants, University Professors & Heads etc – compatible with similar sized western countries. ( This should equate to 30-50% pay cuts)
  • A national forum to collect, compile & implement ideas on regenerating the economy & society. A new Minister for Ideas appointed, with a hand-picked team of civil servants
  • Use of empty spaces for new businesses / arts projects etc
  • A national register of unemployed tradesmen & a new fasttrack Schools Building / re-building programme
  • Demolition or completion of ghost estates
  • A national litter collection programme for roads, beauty spots drawn from long-term unemployed.
  • Reform of the Social Welfare Programme to incentivise work rather than welfare dependency. Allow those returning to low paid work retain Medical Cards.
  • A clear policy on immigration into Ireland, at a time of mass emigration
  • A 3 year moratorium on all mortgage repossessions.
  • A Chief Executive appointed for each hospital, answerable to the taxpayer & replaced if missing agreed targets/ underperforming.
  • A referendum on the Bank Guarantee / I.M.F & E.U. Deal
  • A referendum on abolishing the Seanad

We Need A Referendum on the IMF/EU Bailout as soon as the New Government is formed!

Gerry Kelly, Independent Candidate for Dublin South Central in the General Election, has called for a referendum of the people as soon as the new Government is installed, on the Banks Recapitalisation and IMF/EU Bailout.  The Government acted without the mandate of the people of the Irish people and the views of the Irish people need to be recognized and conveyed to Europe and the IMF, the only way this can happen is if the people of Ireland, who were denied any input into the outgoing Governments decisions, are afforded a referendum on this most important issue in a generation, through a national vote.  If this is not undertaken by the new Government, Gerry will campaign for the people of Dublin South Central and the people of Ireland through the process and ideology of Direct Democracy,

WHAT IS DIRECT DEMOCRACY ?

Direct democracy is a system of government that gives citizens the ability

to have a say in government decisions, and allows them to propose or veto

legislation and other initiatives. It also gives citizens the power to recall or sack elected representatives or ministers who are not working for the interest of the people. Worldwide there is a growing trend and an increasing interest

towards the concept of direct democracy in countries such as in the U.S.

U.K. and across Europe.

A HISTORY OF DIRECT DEMOCRACY IN IRELAND :

The founders of the Constitution of the Irish Free State (1922) gave the powers of initiative and referendum to the Irish people, in articles 47 & 48. However, these rights were never implemented as the first party to get into power removed these rights from the people of Ireland and gave those powers to themselves. Now only members of the Oireachtas, or a legal challenge to the Constitution can initiate a referendum. DDI aims to reintroduce these rights to re-define what we call democracy in the Republic of Ireland.

Direct democracy offers the opportunity for people to live in a fairer society by participating in the decision making process on an ongoing basis, rather than ticking a box every four or five years. Direct democracy limits the influence of vested interest groups in the decision making process. Direct democracy gives power back to the people. We invite you to help us to achieve these goals by endorsing our policy as a citizen of this constituency and state and to  reintroduce direct democracy to Ireland after its removal 78 years ago.

  The banks have learnt they can bully our Government into bailing them out at huge cost to taxpayers 

Enda Kenny goes to Europe, but is it a red herring or much ado about nothing.  Any renegotiation of the EU/IMF bailout deal will have minimal impact on Ireland’s citizens, if there is not a root and branch reform of our senior civil service, Government Departments and excessive wages paid to senior civil servants and politicians.  The real issue is why the disastrous bank bailout was agreed to in September 2008.  Our Department of Finance has three qualified statisticians & one qualified economist, is headed by a man who came up through the O.P.W. and our outgoing finance minister is a barrister with no financial training.  Fine Gael are leading the polls because people think they offer security, but where is the security if our Department of Finance is unfit for purpose and if there is not a major reform of the structures of the Civil Service.  This is a Department that should have been more assertive and aware of the risks to the economy of cutting taxes and increasing spending on a wholesale basis by a populist Government to garner votes, when the economy was booming?  Where is the guarantee that this won’t all happen again in ten, fifteen, twenty years?  This is the same Department that paid its senior officials a bonus at end of 2010 after taking money from widows, unemployed, carers and blind people.  This is not the first time that the taxpayer has been used to bail out failed businesses – 1983 PMPA, 1985 AIB/Insurance Corporation of Ireland!  Both of these financial institutions were bailed out under Fine Gael/Labour Governments, a clear case of Tweedledum & Tweedledee politics.  All three major parties have put the interests of banks & big business over the rights of the Irish Taxpayer & Citizen.  The banks have learnt they can bully our Govt into bailing them out at huge cost to taxpayers.

participatory democracy in Ireland, which will entail, at a minimum, the

right of the people to:

1. Initiative – Any citizen can collect a certain number of signatures (a

certain % of the population), to call a referendum.

2. Referenda – The referendum will empower the people to veto

ministerial decisions or government legislation, such as NAMA, Anglo

Irish Bank etc.

3. Recall – A mechanism will also be introduced whereby politicians

can be ‘removed’ if they are not performing their job to the satisfaction

of the electorate.

4. Economy – To create realistic economic choices based on public

debate and transparent policies, with greatly reduced vested interests

and party politics.

 

POSSIBLE IMPLICATIONS OF DIRECT DEMOCRACY:

• The ability of citizens to call general elections and bye-elections.

• Public participation in policy formation, such as the national

development plan and health care.

• The possible reversal of decisions to close hospitals, schools, and

garda stations, etc.

• Public participation in decision making on how your tax money is

spent.

• Absolute ‘free’ freedom of information for all government documents.

• All public officials accountable for their actions.

• Restructure national bureaucracy to reflect Irish culture, prosperity,

heritage and sustainability.
